Subject: Strategic and Hydrological Reassessment of the Kunar River (Chitral River) System
Respected Sir/Madam,
I write as a concerned citizen and stakeholder in Pakistan’s long-term water security to urge a comprehensive national response regarding the Chitral–Kunar River system. The Chitral River originates within Pakistan and flows into Afghanistan as the Kunar. This transboundary configuration, combined with increasing climate variability and rising downstream demand, necessitates immediate, coordinated, and strategic national attention.
As a nation, Pakistan must proactively pursue all avenues of dialogue and cooperation with Afghanistan to ensure the equitable and sustainable management of shared waters. However, if bilateral efforts fail to safeguard Pakistan’s legitimate water interests, the Government must be prepared to respond through lawful, transparent, and credible diplomatic and technical measures. These actions should remain consistent with international law by seeking third-party mediation, invoking relevant legal remedies, and implementing robust domestic contingency plans, including enhanced water storage, watershed protection, and climate-resilient infrastructure.
Any coercive or unilateral action to alter transboundary flows would be environmentally destructive and diplomatically counterproductive; such measures must not be considered viable options.
In practical terms, I respectfully propose the following steps:
1. Commission a Comprehensive Study:
Undertake a multidisciplinary hydrological, ecological, and socio-economic assessment of the Chitral Basin (within Pakistan) to identify non-invasive storage, conservation, and resilience measures.
2. Establish an Inter-Ministerial Task Force:
Constitute a high-level task force to coordinate strategy, policy formulation, and contingency planning, including the Ministries of Water Resources, Foreign Affairs, Defence, Planning & Development, and the Government of Khyber Pakhtunkhwa.
3. Initiate and Prioritise Bilateral Talks:
Reopen and prioritise water dialogue with Afghanistan and invite neutral third-party technical mediation if bilateral negotiations reach an impasse, following the precedent of successful international water-sharing frameworks.
4. Accelerate Domestic Resilience Measures:
Invest in upper-catchment storage and recharge systems, modern irrigation efficiency, watershed restoration, and climate-resilient infrastructure. Collaborate closely with national research institutions such as PCRWR and universities for scientific and technical input.
5. Develop a Public Communication Strategy:
Launch a clear and transparent communication plan to inform local communities, provincial stakeholders, and international partners that Pakistan’s approach is rooted in cooperation, sustainability, and mutual benefit.
Completing the Lowari Tunnel and associated infrastructure has significantly enhanced access to northern catchments, enabling more effective research, monitoring, and project implementation. Future planning should build upon existing technical data and incorporate rigorous environmental and social safeguards.
This matter demands a unified national stance, prudent statecraft, and forward-looking planning. A proactive, cooperative, and legally grounded approach will safeguard Pakistan’s water security while promoting regional stability.
If all diplomatic and cooperative efforts fail, Pakistan must reassess hydrological pathways to ensure national water sustainability, including potential engineering solutions to divert and recharge flows through the Panjkora system, providing long-term water availability within national boundaries.

We never want the people of Pakistan to suffer; rather, we hope that Pakistan learns from India — a country that has earned a place in the hearts of the Afghan people. The youth, adults, and even the children of Afghanistan all feel affection and gratitude toward India and its people, because India has always supported Afghanistan and has never interfered in our internal affairs. For this reason, the people of Afghanistan sincerely love India and the Indian people.

Our neighbors have took advantage of wars in Afghanistan and turned a blind without paying anything to Afghanistan. If neighbor countries want water they should pay for it , no free water, because no one gave anything for free.
